Samuel Associates welcomes Dr. Jeffrey F. Collins of Charlottetown, PEI, as an Associate. Dr. Collins will be leading the firm’s Charlottetown bureau and working closely with other Samuel Associates executives in Atlantic Canada, The Hon. Jamie Baillie from Halifax, and Brian Macdonald from Fredericton. 

"I am pleased to appoint Dr. Collins to this new position with the firm. Dr. Collins' academic perspectives and political and commercial analysis will enhance our Market Advisory Services offering to Canadian, U.S. and worldwide clients," said Goran Samuel Pesic, President and CEO, Samuel Associates.

Dr. Collins is a noted expert on Canadian defence procurement and defence policy. He maintains an active research presence with Canada's leading centres info reign and defence policy, including with the Macdonald-Laurier Institute as an associate and, separately, senior fellowships with Dalhousie University's Centre for the Study of Security and Development, the University of Manitoba's Centre for Defence and Security Studies, the with prominent think-tanks such as the Canadian Global Affairs Institute, and the Policy Insights Forum.

In recognition of his public service leadership, he was awarded a Ministerial Medal for Public Policy Innovation. He also participated in the U.S. State Department's International Visitor Leadership Program on U.S. Foreign Policy Decision-Making.

Dr. Collins holds a Ph.D. in Political Science from Carleton University, an MA in International Relations from the University of Birmingham, a law degree from the University of Aberdeen, and a BA and Public Administration Certificate from Memorial University Newfoundland.
